A civilized B.C.?by Blanche Howard Letter to the Editor: Globe and Mail, April 10, 2002 NORTH VANCOUVER -- It has been said that the measure of a civilized society is in the way it treats its minorities. Here in British Columbia we are targeting a tiny aboriginal minority with eight questions so loaded they make the Quebec referendum look positively statesmanlike. The huge majority of whites will doubtless vote as the government wishes, conveniently forgetting that we promised recompense for the lands we helped ourselves to 100 ago. In that 100 years only one negotiated treaty has been signed. On the scale of civilized societies, where does that put British Columbia?
