Maintain provincial authority to set social and economic priorities and budgets.
CANADA
Maintain federal authority to set social and economic priorities and budgets and Parliament’s authority to make decisions over federal spending from time to time;
Maintain ability to negotiate transfers within amount appropriated by Parliament; and
Minimise complexity of determining funding levels.
FIRST NATIONS
Seeking assurances that transfers will adequately cover service responsibilities;
Seeking transparent formula-based funding method, involving appropriate cost-drivers;
Transfers must reflect the true cost of doing business and delivering services on TSL; and
Programs and services that are effective and efficient and respond to the needs of the people they serve and a funding model that supports that objective.
