	Who is responsible for what? Will this change over time? How will each be held accountable?
	What is the link, if any, between the responsibility and the revenue sources?
	Is there a difference between service responsibility and service delivery?
	What is the link between jurisdiction and responsibility?
	What is the transition between status quo and post-treaty?

Eligibility for Programs and Services

	What are the parameters for determining who is eligible for services? Citizenship or geographic, or both?
	How might eligibility evolve over time?
	What is the access to programs and services of general application?

Service Standards and Costing

	What are the relevant standards for services to be delivered?
	What factors will be considered in the cost of delivering services? (e.g., regional variations)
	Should comparability be applied? If so, how is it measured? (e.g., Access, outcome, cost)
	How should “catch-up” be dealt with to bring current conditions to an agreed standard?
	How can cultural elements be preserved in the service delivery?
	How are standards adjusted?
	What are the linkages to funding, especially if the standard-setter isn’t the funder?
	How does affordability impact service standards?
	Which services will be supported through transfers? Which will be supported by First Nations?
