	How will the First Nation government be financed? Block financing? Additive model? Escalators? Contract services?

	What will the timeframe be for funding agreements? (e.g., 12 month cycle) What continuity of funding will there be between years? What continuity will there be between agreements?
	Will there be more than one funding model for each First Nation depending on the service provided?
	What will the fiduciary relationship to First Nations be post-treaty?
	How does funding escalate within a funding agreement? (e.g., population growth)
	Should the funding model be predictable and transparent? If so, how can this be achieved?
	How does the funding model deal with the relationship between transfers and other revenue sources such as tax room?
	How secure are the funding agreements?
	Who should decide transfer levels? (e.g., Parliament, Legislature or some other procedure)

	What are the agreed expenditures for the First Nation government? How will they be determined? (relates to Services and Responsibilities)
